Certificate of Need comment process

The Minnesota Public Utilities Commission (MPUC) held public information and environmental report scoping meetings on the project's Certificate of Need Application April 21-30, 2026. Written comments will be accepted through May 20, 2026, by 4:30 p.m. Please include the docket number (25-117) in all communications*.

Comments received after the close of the comment period may or may not be considered by the MPUC.

Focus your comments on information that will help answer the following questions:

  • Are there other ways to meet the stated need for the project, for example, a different-sized transmission line, a different type of facility, or a different timing for the proposal?
  • What potential human and environmental impacts or unique characteristics of the proposed project should be considered in the environmental report?
  • Are there any methods to minimize, mitigate, or avoid potential impacts of the proposed project that should be considered in the environmental report?
